The Centers for Disease Control and Prevention (CDC), National Center for Environmental Health (NCEH), intends to award a sole source contract to TomTec Corporation, 525 W. Monroe St., Ste 2360, Chicago, IL 60661 for the acquisition of two TomTec Formatter systems.

The statutory authority for this sole source acquisition is 10 U.S.C 2304(c)(1) in accordance with FAR Part 6.302-1- only one responsible source and no other supplies or services will satisfy the agency requirement. The NAICS code for this procurement is 423990, Other Miscellaneous Durable Goods Merchant Wholesalers. The period of performance for this procurement is 6 months.

Tomtec is the sole source manufacturer of the Tomtec Formatter workstation. Tomtec Formatter has the following unique features which are critical for the success in automating the reformatting of incoming samples in screw top cryovials to the 96 well plate format for sample processing. The Tomtec Formatter Workstation comes with capabilities to uncap and recap cryovials, automatic calibration of the pipette tips with 4-place SATORIUS balance, non-contact dispensing to avoid cross contamination, liquid level detection, and Peltier cooled racks. These combined functions make Tomtec the only vendor for our needs.

This acquisition will provide the laboratory with instruments that can increase sampler preparation throughput thus extending the productivity of the laboratory. The Tomtec Formatter Workstation has features mentioned in section 5b that are critical for this project. These features make Tomtec the most appropriate vendor for our needs.

In addition to Tomtec, there are several other manufacturers that offer robotic liquid handling system. However, the Tomtec Formatter Workstation has some unique features which make their instruments much more compatible to our needs. The Tomtec Formatter Workstation comes with capabilities to uncap and recap cryovials, automatic calibration of the pipette tips with 4-place SATORIUS balance, non-contact dispensing to avoid cross contamination, liquid level detection, and Peltier cooled racks. These combined functions make Tomtec the most appropriate vendor for our needs. None of the other vendors can perform all of the capabilities detailed above which are required functions for our laboratory performance.

As a result of this synopsis, no competitive solicitation will be posted on FedBizOpps. We will issue only one solicitation to TomTec Corporation. A determination by the Government not to compete this proposed action will be based on responses to this notice and are solely within the discretion of the Contracting Officer. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
