The statutory authority for this sole source acquisition is 10 U.S.C 2304(c)(1) in accordance with FAR Part 6.302-1- only one responsible source and no other supplies or services will satisfy the agency requirement. The NAICS code for this procurement is 339999, All Other Miscellaneous Manufacturing.

The purpose of this acquisition is to purchase from Tomtec, Inc., the Tomtec Quadra 4. The estimated period of performance for this acquisition is 90 days from the date the order is placed.

The Tomtec Quadra 4 is the only semi-automated handler that provides the ability to manually and semi automatically process liquid samples in a 96-well format. This equipment is already in use at the CDC and numerous analytical protocols have been validated for this particular instrument. The Tometec Quadra 4 is the only system that meets the positive pressure and a manual vacuum system that is semi-automated with options for manual control that are required and compatible with other equipment already existing in the laboratory. No other products met these specified requirements.

As a result of this synopsis, no competitive solicitation will be posted on FedBizOpps. We will issue only one solicitation to Tomtec, Inc. However, all responsible sources that believe they can meet these requirements may submit their capabilities/qualifications statement to provide the services to Sondra Page via email ONLY at [email protected] with the solicitation number 2010-Q-12890 referenced in the subject line NO LATER THAN September 14th, 2010.

A determination by the Government not to compete this proposed action will be based on responses to this notice and are solely within the discretion of the Contracting Officer. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
