The Center for Disease Control and Prevention (CDC), National Center for Environmental Health (NCEH), Division of Laboratory Science, intends to award a sole source contract to Tomtec, 1000 Sherman Ave., Hamden, CT 06514 for the acquisition of Quadra 4 NS SPE instrument.

The statutory authority for this sole source acquisition is 10 U.S.C 2304(c)(1) in accordance with FAR Part 6.302-1- only one responsible source and no other supplies or services will satisfy the agency requirement. The NAICS code for this procurement is 339999, All Other Miscellaneous Manufacturing. The period of performance for this procurement is 60-90 days.

Tomtec sells a system which is unique to the field of liquid handlers. The Tomtec Quadra 4 is a semi-automated system which has no equivalent due to its capability and incorporation into several CDC response methods. The Tomtec Quadra 4 is unique because it can perform simplified solid phase extraction for micro-plate processing in a manner that other systems cannot. The Quadra 4 is the only semi automated liquid handler that provides the ability to manually and semi-automatically process liquid samples in a 96-well format, it is already in use at the CDC, and it is available in a positive pressure processing format.

Tomtec is the only responsible source capable of meeting all of the Government's requirement because it supplies a positive pressure and a manual vacuum system.. The Quadra 4 is semi-automated with options for manual control where required and the instrument is compatible with other existing equipment. Other contractors were considered but did not meet the Government's needs due to a number of reasons which include the inability to process samples using positive pressure, the inability to manually manipulate samples in a similar fashion to the Quadra 4, the inability to process samples online, and the speed of other systems was slower than that of the Quadra 4.

As a result of this synopsis, no competitive solicitation will be posted on FedBizOpps. We will issue only one solicitation to the Tomtec. However, all responsible sources that believe they can meet these requirements may submit their capabilities/qualifications statement to provide the services to Leslie Jones via email ONLY at [email protected] with the solicitation number 82585 referenced in the subject line NO LATER THAN July 24, 2010.

A determination by the Government not to compete this proposed action will be based on responses to this notice and are solely within the discretion of the Contracting Officer. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
