This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. 
The RFQ number is N3904021Q14171. This solicitation documents and incorporates provisions and clauses in effect through FAC 2021-05 and DFARS Change Notice 20210224. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at these addresses:

The NAICS code is 541519. The small business size standard is 150 employees. The Government intends to negotiate and award the resultant contract for Accusoft Prizm Viewer Server Licenses & Support on a SOLE SOURCE basis to Accusoft Corporation in accordance with FAR 6.302-1. This notice of intent is not a request for competitive quotes. Accusoft Corporation is the sole authorized developer and service provider for Prizm Viewer (Bechtel), and associated Accusoft software. This requirement is part of the custom software build developed according to the Bechtel Plant Machinery requirements specifically for the US Navy. Currently, there are no other authorized vendors or service providers that are able to provide authentic Prizm Viewer (Bechtel) software or support services. Accusoft does not authorize any other company to provide Prizm Viewer (Bechtel) support services.

This requirement is for a fixed price contract for Accusoft Prizm Viewer Server Licenses & Support at Pearl Harbor Naval Shipyard in accordance with attachment N3904021Q14171.xls. The contract will be awarded using simplified acquisition procedures in accordance with FAR part 13.
