AC-130 AXIAL PISTON PUMP UPGRADE AND REMANUFACTURE
This is a synopsis of a proposed contract action in accordance with FAR 5.201. There is no solicitation available at this time. This effort is to modify the current Parker-Hannifin enterprise contract, FA8109-18-D-0004, that was awarded April 6, 2018. The AC-130 Axial Piston Pumps will be added to the Parker Corporate Contract FA8109-18-D-0004 in base years 4 -5 and option 1 years 1 – 4.

11. SOURCES: This requirement is sole source. Authority is FAR 6.302-1(a)(2). Current qualified source is Parker-Hannifin Corporation (Cage: 93835). All responsible sources may submit a capability statement, proposal or quotation, which shall be considered by the agency.
12. QUALIFICATION REQUIREMENTS: Sources must be qualified prior to being considered for award. To be eligible for contract award, the offeror must be an approved source IAW FAR 52.209-1, Qualification Requirements. The Government is not required to delay contract award to review pending Source Approval Requests (SARs). Therefore, offerors are encouraged to submit SARs as soon as possible. If the Government has not completed review of a SAR when the contract is awarded, the SAR will be retained and the source will be reviewed as a possible source for future awards.

14. UID: If unit price exceeds $5,000.00 then UID requirements will apply.
15. ADDITIONAL INFORMATION: Electronic procedures and Request for Written Proposal will be used for this solicitation through SAM.gov at https://sam.gov/. Based upon market research, the Government is not using the policies contained in Part12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice.
16. OMBUDSMAN NOTE: An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. The Ombudsman for this acquisition is AFSC/PZC. This does not diminish the authority of the program director or CO, but communicates Bidder concerns, issues, disagreements and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. Ombudsman does not participate in the evaluation of proposals or in the source selection process.
