The National Heart, Lung, and Blood Institute (NHLBI) Office of Acquisition (OA) intends to negotiate and award a purchase order on a noncompetitive sole source basis to Applied Biosystems, 850 Lincoln Centre Drive, Foster City, CA., 94404 for the below item. The reference number: NHLBI-PB-(HL)-2011-006-DDC. Part #4337457, TF, BDT v3.1 RR-5000 & SEQ BUFFER, quantity 1 each The sole source determination is based on the fact that the Laboratory of Hematology Branch conducts research on the genetic basis of bone marrow failure diseases, acute leukemias and hepatic cirrhosis. The basic approach is the performance of genetic sequencing of multiple genes involved in telomere erosion and repair in blood samples of thousands of patients with acquired aplastic anemia and other syndromes per year. The laboratory has a 3130 ABI automatic sequencer. The ABI Big Dye Terminator kit is the dedicated and essential reagent to run the sequencing. Therefore, it is in the Government’s best interest to purchase the item from the manufacturer. If not this could cause a delay in the project as well as jeopardize the project by procuring this from another source. Competition for the ABI Big Dye Terminator is not required. The delivery point is the National Institutes of Health (NIH), National Heart, Lung, and Blood Institute (NHLBI), 10 Center Drive, Building 10-CRC Room 3-5232, Bethesda, Maryland 20892. The notice of intent is not a request for competitive proposals. Only one responsible source and no other supplies or services will satisfy agency requirements. Industry Classification (NAICS) Code is 334516, Analytical Laboratory Instrument Manufacturing with size standard of 500 employees; the small business set-aside does not apply to this requirement. The acquisition is being conducted under FAR Part 13, simplified acquisition procedures, therefore the requirements of FAR Part 6 B Competitive Requirements are not applicable (FAR Part 6.001) and the resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 05-45 (October 1, 2010). This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis, by October 29, 2010, 7:30am Eastern Standard Time. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government.
