The Centers for Disease Control and Prevention intends to award a sole source firm fixed price purchase order to Fisher Scientific Company, LLC for Abaxis Piccolo Xpress systems with controls, panels, and verification samples. The Piccolo instruments are used for assessing blood chemistry of suspect cases for Ebola and other viral hemorrhagic diseases. They are used both in our laboratories and during deployment during the establishment of a mobile laboratory as part of the World Health Organization (WHO-GOARN) responses. The equipment for these mobile laboratories are being standardized between various partner countries. The piccolo is the selected piece of equipment for this standardization and is required to support with Medecins Sans Frontiere and WHO-GOARN during an event. In addition, the piccolo protocol has been validated and safety tested for use in our BSL2,3 and 4. These protocols need to be followed exactly due to regulatory requirements - instrumentation and kit types cannot be changed. This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (SAP) and 41 U.S.C. 3304(a)(1). Interested persons may identify their interest and capability to respond to the requirement or submit proposals.

This notice of intent is not a request for competitive quotations; however, all quotations/responses received within six (6) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
