This is a Sources Sought notice. The US Army Medical Research Acquisition Activity
(USAMRAA) is seeking potential sources capable of providing firm-fixed-price
services for the US Army Public Health Center (APHC), Aberdeen Proving Ground,
and MD to perform AAALAC International accreditation standards of their Animal
Program.
Participation in the APHC's accreditation of their Animal Program is necessary to meet the
standards of the APHC laboratory quality system. The mission of the APHC is to "Enhance
Army readiness by identifying and assessing current and emerging health threats; developing
and communicating public health solutions; and assuring the quality and effectiveness of the
army's public health enterprise." AAALAC accreditation IAW AR40-33, "The Care and Use of
Laboratory Animals in DoD Programs", and DoDI 3216.01, "Use of Animals in DoD
Programs", is a requirement for all DoD organizations housing animals for research,
development, test and evaluation (RDT&E) or training.
Accreditation site visits occur every 3 years, and accreditation continues until the next site
visit provided the unit's annual fee is paid, and no animal program events occur that warrant
revocation of accreditation.
Specific Task/Requirements:
The Contractor shall accredit the APHC's Animal Program through AAALAC International
accreditation standards as stated in the PWS as required.
Task 1 - The contractor shall request annual animal activities report and program
activity information from COR. Request of the information will be made each year of
the contract, before 31 January.
Task 2 - The contractor shall serve as a subject matter resource for the APHC in the
field of program management in laboratory animal science.
Task 3 - The contractor shall submit invoice for this accreditation fee through the
Wide Area Work Flow (WAWF) financial system as identified in the contract terms.
Task 4 - The contractor shall conduct on-location site visit at the 3-year required
rotation based on date of last accreditation site visit. Exact date of site visit will be
determined through coordination with the contractor and APHC.
Task 6 - The Contractor will forward a final detailed written report to the laboratory
director and Contracting Officer's Representative (COR).
The Government requests responses to this Sources Sought notice submitted NO
