The Naval Research Laboratory intends to award to Wichita State University, on other than full and open competitive basis a contract to perform friction and wear test on sliding electrical contacts, evaluate the effectiveness of conditioning films, and to provide summary and analysis detailing wear rates, wear behavior and electrical resistance. Vendors who feel that they can provide the above services shall fully identify their interest and submit their capabilities to meet the above requirements within 15 days after the publication of this synopsis.
