The Naval Research Laboratory intends to award to Wichita State University, on other than full and open competitive basis a contract to perform Wear Test Evaluation of transfer film lubrication that requires wear test to be performed in order to evaluate the effectiveness of conditioning films (solid lubricants and metallic transfer films) in reducing the friction and wear of steel and Cr-plated steel.
