The Marine Corps Systems Command intends to negotiate a sole source research and development contract with Gama Corporation, Springfield, Virginia. This contract is for the continued development of the Combat Decision Range and Wargaming and simulation support services for the Wargaming Division of the Marine Corps Warfighting Laboratory (MCWL), Quantico, Virginia. This support includes the full spectrum of research, planning, concept development, war game development, execution, assessment, and simulation enhancement. These multi-faceted efforts will support the core competencies and various experimentation efforts of MCWL, as well as the broader Marine Corps Wargaming Program. Since Gama Corporation is the original developer of the CDR and has gained corporate knowledge, operational expertise, and unique skills in the design, development, and prototyping of the CDR, Gama Corporation is the only one responsible source for these services. No Request for Proposal is available for competitive bidding; however interested parties may submit a statement of capability for satisfying this requirement within 30 days of this announcement to the contact person listed above. The announcement is not a request for competitive proposals; however all proposals received by the date identified above will be considered by the Government. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government.
