The US Army TACOM-ARDEC is requiring the purchase of 12,000 lbs. of Vinyl Alcohol Acetate Resin (VAAR) including unlimited rights to the VAAR manufacturing process. Due to the fact that Dow Chemical Company (Dow Automotive Group) owns the rights to the production process for VAAR, the Government intends to solicit and negotiate with Dow Chemical Company (Dow Automotive Group), Charleston, West Virginia. This contract action is based on the authority of 10 USC 2304 (c)(1) as implemented by FAR 6.302-1, only one responsible source and no other supplies and services will satisfy agency requirements. This notice of intent is not a request for competitive proposals. See Note 22.
