The US Army TACOM-ARDEC is seeking to properly verify and duplicate “Vinyl Alcohol Acetate Resin (VAAR) Technology” and a Technical Data Package (TDP). Due to New Jersey Institute of Technology’s unique capability in working with this Resin and the unique Laboratory Equipment needed to study this material, the Government intends to solicit and negotiate with New Jersey Technical Institute of Technology, Newark, NJ. This action is based on the authority of 10 USC 2304 (c) (1) as implemented by FAR 6.302-1, only one responsible source and no other supplies and services will satisfy agency requirements.
