This synopsis references the previous Request for Information (W31P4Q-11-R-SSDD) initially posted on April 21, 2011, amended on April 25, 2011 to reflect the most recent procurement activity as follows: Data obtained from the previous RFI has been used to develop three new Government procurement requirements. Each of the three new requirements will be published as separate synopsis and subsequent Request For Proposals (RFP) are anticipated to be issued within the next 120 days. Questions regarding the scope of work or acquisition strategy will not be accepted at this time. In order to protect the procurement integrity of any future procurement, if any, that may arise from this announcement, information regarding the technical point of contact will not be given and no appointments for presentations will be made. A summary of the technical requirements for the three procurement requirements: (1) Solicitation W31P4Q-12-R-0052, System Simulation Development Directorate (SSDD) Development, Operations, and Maintenance Support (DOMS) Missile Element Simulation (MES): SSDD has a new requirement to enhance and maintain its current suite of missile element modeling, digital simulation, Hardware-in-the-Loop (HWIL) and prototype development facilities. The contractor will leverage existing capabilities, explore future capabilities, develop complex interfaces, and maintain digital simulation, HWIL, and prototyping facilities. The contractor will develop, test, field and maintain as necessary these facilities including support to a variety of applications to include maintenance calibration, ground and flight test simulation, coupled with simulation performance assessments. Additionally, a variety of simulation and development activities will assess warfighter requirements for war games, exercises and training events, system engineering requirements for concept analysis and element requirements for element integration. Data collection, centralized execution controls, and common Truth Service models such as phenomenology, lethality, environment, threat and communications will be performed. The work will be UNCLASSIFIED, CONFIDENTIAL, or SECRET, and include Contract Security Classification Specification, DD Form 254, as required in individual Task Orders (TO). The contractor shall comply with the requirements of the Contract Security Classification Specification (DD Form 254). The contractor shall provide personnel with appropriate security clearances. The contractor shall remain in compliance, with the National Security Program Operating Manual (NISPOM) (DoD 5220.22M). (2) Solicitation W31P4Q-12-R-0046, System Simulation Development Directorate (SSDD) Development, Operations, and Maintenance Support (DOMS) Aviation Element Simulation (AES): SSDD has a new requirement to enhance and maintain its current suite of aviation element modeling, digital simulation, and prototype development facilities. The contractor will leverage existing capabilities, explore future capabilities, develop complex interfaces, and maintain digital simulation, and prototyping facilities. The contractor will develop, test, field and maintain as necessary these facilities including support to a variety of applications to include maintenance calibration, ground and flight test simulation, coupled with simulation performance assessments. Additionally, a variety of simulation and development activities will assess warfighter requirements for war games, exercises and training events, system engineering requirements for concept analysis and element requirements for element integration. The contractor will leverage existing capabilities, explore future capabilities, develop complex interfaces, and maintain digital simulation, and development facilities. The contractor will develop, test, field and maintain as necessary these facilities including support to a variety of applications to include maintenance calibration, ground and flight test simulation, coupled with simulation performance assessments. Additionally, a variety of simulation and development activities will assess warfighter requirements for war games, exercises and training events, system engineering requirements for concept analysis and element requirements for element integration.
