The Air Force Research Laboratory as an agent for the Defense Advanced Research Projects Agency intends to solicit and negotiate with Southern California Logistics Airport (SCLA) to support UAV flight testing. This contract is to lease facilities and services supporting flight test activities for the HURT program. The requirement includes a Military Operations in Urban Terrain (MOUT) test range. The MOUT facilities shall be located in the Greater Los Angeles area, and shall include landing zones, encompassing buffer zone, and Air Traffic Control Support personnel and the facilities to support the personnel conducting the flight test. The test facilities located at SCLA constitute the only known test range with a large, complex MOUT site in an uncongested area required to test the HURT technology safely. This notice is for informational purposes only. This is not a Request for Proposal (RFP). Contractors capable of offering this technology must respond within 15 days after publication of this notice and will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government.
