The National Institute of Environmental Health Sciences (NIEHS) intends to negotiate on a sole source basis with The University of Rochester, to continue and complete generation of transgenic mice by microinjection of DNA constructs; provide conventional gene targeting services including ES cell electroporation and microinjection using targeting vectors; provide mouse maintenance, husbandry, health surveilance and assisted reproductive technologies. This requirement has been fulfilled by The University of Rochester through an Interagency Agreement between NIEHS and NHLBI who previously held a contract with The University of Rochester. The University of Rochester has undergone the extensive and repeated health surveillance testing which is necessary to assure the health of the mice maintained at the NIEHS Animal Care Facility. Inherent duplication of cost to the Government and unacceptable delays make competition unfeasible for completion of the project. Authority: 41 U.S.C. 253(c)(1), as set forth in FAR 6.302-1.
