The Naval Undersea Warfare Center Division Newport RI intends to award a contract with firm fixed price provisions under FAR parts 12 and 13 procedures (commercial items; simplified acquisition procedures), for services to refurbish thirty-seven TOMAHAWK CLS Mk 45 Mod 0 Capsules, including inspecting capsules; sanding, painting; removing ballast bars (if present); etc. The contractor shall be responsible for picking up the capsules from NUWC Division Newport, RI and transporting them to its facility and returning the refurbished units to NUWCDIVNPT. Procurement is a 100% set-aside for small businesses and will be competed on a Best Value basis. Technical Evaluation factors are: past performance; Start-up/transportation Plan; Demonstrated ability to meet/exceed delivery schedule; Facilities (must have indoor work area of NLT 25 ft. x 10 ft. for capsule processing, and an additional 25 ft. by 10 ft. secure (fenced or indoor) area for capsule storage). The first refurbished capsule must be delivered back to NUWCDIVNPT within 60 days after contract award.
