The Naval Air Warfare Center Weapons Division, China Lake, intends to issue a sole source procurement to Hoku Scientific, Inc, 2153 N. King Street, Suite 300, Honolulu, HI 96819-4570 for technical validation of a new membrane electrode assembly (MEA) incorporating a novel non-fluorinated membrane for use in low operating temperature (LT) proton exchange membrane (PEM) fuel cells. This shall be a Firm Fixed price contract. Estimated award date is January 6, 2005. This procurement is intended to validate Hoku MEA as an alternative to PTFE-based commercial MEA in an operating 1 kilowatt fuel cell power plant. All interested offerors may submit a quote.
