The National Institute of Standards and Technology (NIST) plans to develop a facility to function as a quantum information testbed. It will allow individual physical components to be tested as well as quantum network protocols. The testbed will consist of a free space cryptographic communication link. NIST plans to issue an order on a sole source basis under the authority of FAR 13.106-1(b) to Mr. Michael Ware of Provo, UT to provide technical services in support of the work the NIST Physics Laboratory's Optical Technology Division is undertaking in developing and implementing components for this testbed facility. The contractor shall perform a number of tasks including the following: 1. Design, construct, and test sources of a multiplexed parametric down conversion single photon source; 2. Integrate the single photon source developed in Task 1 into the testbed; and 3. Submit reports including analysis and engineering drawings provided. Mr. Ware is uniquely qualified for this project. He has a Ph.D.in Physics, with expertise in optical pulse propagation in dispersive systems, as well as knowledge of optics, lasers, and computer modeling. We know of no other individual who possesses these unique qualifications. For these reasons, it is in the best interest of the Government to contract only with Mr.Ware for these requirements. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, the Government will consider all responses received by the date identified above. Written responses to this synopsis shall contain sufficient documentation to establish a bonafide capability to fulfill the requirement. A solicitation is not available.
