DESC: The Air Force Flight Test Center (AFFTC), Edwards AFB intends to solicit and award a sole source, Firm-Fixed Price contract, under Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items and FAR 13, Simplified Acquisition Procedures, to University of Massachusetts Amherst, Polymer Science and Engineering, Office of Grants & Contracts, 408 Goodell Building, Amherst, MA 01003-9333. This acquisition is unrestricted. The NAICS code is 541710, SIC-AC21. Size standard 1,000. The following items will be procured: Synthesize, manufacture, and characterize functionalized TPE polymers incorporating nanomaterials with loadings from 1-50 weight % (ideally 10-40 weight %). Ideally a new polymer or copolymer system will be developed, through downselected with a prime rocket motor company, synthesized and characterized. The material (10-100g) will then be sent to AFRL/PRSM at Edwards Air Force Base for processing and ablation testing in a PI-K rocket motor. Contractors interested in this requirement should submit a complete technical package, which provides clear and convincing evidence that they can meet the Government’s requirement. In addition, the response should include any special requirements for a commercial contract (i.e., Commercial Financing, Warranty Provisions, Delivery Information, etc.) in accordance with FAR Part 12. This notice of intent is not a request for competitive proposals. However, the Government will consider all responses received within 7 days of the publication of this notice. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
