The National Geospatial-Intelligence Agency (NGA) anticipates a sole-source contract with Cognitech, Inc. to purchase prototype 2D Ortho-Rectified, Geo-Referenced Mosaics-From-Video software. The software is designed to build Geo-referenced, ortho-rectified mosaics from video while minimizing user input. NGA anticipate purchasing 5 licenses totaling $200,000. The algorithms used in the software were developed by the contractor to facilitate research and to be applied to various research projects. The software directly utilizes new theories and techniques developed by Cognitech. In addition, it represents a transition of technology to NGA. No other vendor has the unique skills needed to produce this software since it is based on Cognitech own research. Cognitech is uniquely qualified and the only vendor capable of creating the software described above.
