RF Test and Measurement Instruments as a System
It is desired to have only 2 commercially available off the shelf (COTS) components that work as a standalone VSG and SA. There are however measurements that may require the 2 instruments to interact. For example the multi tone group delay measurement will require a source (the VSG) and receiver (the SA). For all measurements that require more than one piece of equipment to work as a system the entire system must be capable of a single calibration routine.
NASA/GRC intends to purchase the items from Rohde & Schwartz, 6821 Benjamin Franklin Drive; Columbia, MD 21046 as they are the authorized dealer to meet all the specifications required for the RF Vector Signal Generator and Signal Analyzer.
The Government intends to acquire a commercial item using FAR Part 12.
Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on July 6, 2015. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
