The services provided include:
Support to meet development needs in the DFRC SharePoint environment through the design, development, and implementation of various SharePoint projects.
The current contractor, InuTeq, is considered the only contractor that can meet DFRC's needs given the potentially short period of performance for the extension. The contractor has the experienced and skilled personnel already in place to provide continued and uninterrupted services at DFRC. Arcata intends to award a contract modification to InuTeq under FAR 6.302-1. Award to another source for the period of this extension would result in substantial duplication of cost to the Government that is not expected to be recovered through competition of the extension and would not allow for a sufficient phase-in period. Notwithstanding this stated intent, interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than 1:00 p.m. PDT on January 31, 2014. Such determination of capabilities/qualification will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by Arcata not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of Arcata. Arcata does not intend to acquire a commercial item using FAR Part 12. Oral communications are not acceptable in response to this notice.
