The Department of Commerce, National Oceanic and Atmospheric Administration (NOAA) intends to negotiate a sole source basis under simplified acquisition procedures with the Gladys Porter Zoo, 500 Ringgold Street, Brownsville, Texas. The purpose of this contract is to quantify the seasonality, species composition, stock structure, life history stage, sex ratio, and distribution of turtles that wash ashore dead or alive. To do so the Government plans to continue year round, expanded sea turtle stranding surveys along the Tamaulipas coastline of Mexico by conducting stranding surveys three times per week from strategic camps located along the Tamaulipas coastline. Notwithstanding the Government’s intent to negotiate for this requirement on a sole source basis with the Gladys Porter Zoo, responsible sources may submit a response which, if timely received, will be considered by NOAA.
