Notice of Contract Action (NOCA), notice of intent to award sole source contract. This is not a solicitation. The Department of Veterans Affairs Network Contracting Office 1 (NCO 1 New England) 90C/650/241 intends to negotiate and award a purchase order to ROCHE DIAGNOSTICS CORPORATION, 9115 Hague Road, Indianapolis, IN 46256-1025. (DUNS: 001824663.) VA Connecticut HealthCare System and the Clinical Epidemiology Research Center (CERC) is conducting a Central Institutional Review Board (CIRB) approved research study: Cooperative Studies Program (CSP) # 572, Genetics of Functional Disability in Schizophrenia and Bipolar Illness. Under the CSP#572 sub-study entitled, Preliminary Genome Analyses: Genotyping and Exome Sequencing VA is conducting Exome sequencing analysis on the enrolled and consented research population as funded in requisition number 689-12-3-2115-0128. The equipment/services are described as follows: The proposed action is a sole-source award of a Firm-Fixed Price (FFP) supply contract for the purpose of purchasing Roche SeqCap EZ Human Exome Library v2.0 and SEQCAP EZ HYB and Wash as required for Exome sequencing analysis under CSP#572 sub-study, Preliminary Genome Analyses: Genotyping and Exome Sequencing. The proposed awardee is ROCHE DIAGNOSTICS CORPORATION, 9115 Hague Road, Indianapolis, IN 46256-1025. (DUNS: 001824663.) Roche is the sole manufacturer of the Roche SeqCap EZ Human Exome Library v2.0, Roche is the only qualified vendor for this specific product as specified in the protocol. Purchase Roche SeqCap EZ Exome Library v2.0, 48 reactions (#05860504001) and 7 SEQCAP EZ HYB AND WASH, 96 RXN (#05634253001). The estimated dollar value is $158,000.00. The study (CSP# 572) purpose is to conduct a genomewide association analysis, comparing 9,000 veterans with schizophrenia and 9,000 veterans with bipolar illness to approximately 20,000 "psychiatrically healthy" veterans, thereby investigating genetic risk factors for these disorders. The VA Investigators, Philip Harvey (Miami VA); Larry Siever (Bronx VA); John Concato (CT VA); Michael Gaziano (Boston VA) and under approved VA Institutional Review Board ( VA Central IRB # 09-17) require the supplies in furtherance of the captioned sub-study. The second primary aim is to determine genetic risk factors underlying several phenotypes reflecting important clinical outcomes among patients with schizophrenia (SZ) and bipolar illness (BP)-including functional disability, cognitive impairment, suicidality, and tardive dyskinesia-and to determine whether/how they overlap with the susceptibility genes for the disorders themselves. As a sub-study of this project, VA is to conduct genotyping with exome chip processing of 600 samples (200 SZ, 200 BP and 200 controls) using 2.5M array and exome chips, followed by running Sequence Capture of the samples using Roche SeqCap EZ Human Exome Library v2.0, using oligo pool SeqCap EZ Hyb and Wash to complete the processing of the samples.
