NOAA has a requirement for research related to demonstrate application of NASA land information system (LIS) to NCEP-specific weather prediction models, observation data streams, performance measures, and computational framework. This demonstration of LIS will utilize NCEP-identified periods of performance in each season and for various computational grids that are utilized specifically in NCEP regional and global weather prediction models. The research to be performed will take place for a period of 12 months after award. The research is expected to involve a level of effort of approximately 1600 hours. The place of performance will be on-site at NCEP/EMC, Camp Springs, Maryland. NOAA intends to negotiate this requirement on a sole source basis with the University of Maryland, Baltimore County (UMBC) pursuant to the authority of Title 41 United States Code, Section 253(c)(1). UMBC is the only source known to be capable of performing this research because of its recent prior research in learning and applying the unique land data assimilation components, requirements, operational constraints, and parallel processing strategy of NCEP weather prediction models. Simplified acquisition procedures will be used in this procurement. RFQ No. DG133W-06-RQ-0752 will be issued on or about August 14, 2006 and will close on or about August 29, 2006. Award is expected to be made on or about September 1, 2006. Although NOAA expects that only UMBC can fulfill this requirement, all responsible sources may submit a quotation which shall be considered by the agency. See Note 26.
