NA The Aviation Applied Technology Directorate (AATD), U.S. Army Aviation and Missile Command, proposes to acquire through full and open competition, a Research and Development (R&D) program entitled “Reactive IR Suppressor”. The goal of this program is to d esign and fabricate a reactive engine exhaust infrared signature control system that will be demonstrated on a UH-60 Blackhawk helicopter with a T700-GE-701C engine. This IR suppressor system will employ variable geometry exhaust nozzling to maximize eject or driven dilution/cooling flow, reducing engine exhaust IR signatures, while providing the capability to eliminate engine performance penalties by opening the exhaust nozzle, or unsuppressing the engine, in low threat environments. The objectives of this variable suppression system are: 1) 90% reduction in band IV engine and exhaust IR signatures broadside and tail-on, relative to current fleet suppressed Blackhawk helicopters, in the fully suppressed mode, and 2) no engine performance penalty, relative t o an unsuppressed engine, in the unsuppressed mode. Specific tasks associated with this work include, concept definition/preliminary and detailed design, ground test hardware fabrication, installation, test support and data evaluation, design finalization, flightworthy hardware fabrication, aircraft integration support and flight test support. A single award will be made to the responsible offeror whose proposal represents the greatest overall value to the Government as determined by the evaluation criteria set forth in the solicitation. Award will be made without discussions; however, the Government reserves the right to conduct discussions if the Contracting Officer later determines discussions to be necessary. A cost-plus fixed fee contract, with a thir ty-three (33) month period of performance, is contemplated for this acquisition. The solicitation is releasable to U.S. Firms only. The solicitation will require offerors to have access to and/or generate classified information during the preaward phase. Offerors are required to have a Secret facility security clearance to receive the solicitation package. Offerors must provide their Commercial and Government Entity (CAGE) code in order for the Government to verify security clearance prior to release of the solicitation package.
