NASA Glenn Research Center has a requirement for the performance of RamanSpectroscopy Measurements to obtain quantitative species and temperature measurementsusing the Frame Transfer Gating Raman Spectroscopy Technique that will be performed atrealistic conditions in a high pressure laboratory burner. The Frame Transfer GatingRaman Spectroscopy Technique is jointly being developed by OAI and NASA researchers. Time (up to 10 Hz) and spatially resolved quantitative measurements of major speciesconcentrations and temperature will be obtained in a laboratory burner operated in theNASA SE-5 facility using both gaseous and liquid fuels in a series of experiments. Themeasurements obtained using the Raman Spectroscopy Technique will be utilized to validatecurrent research to develop advanced combustion CFD modeling tools. Work will also beperformed to extend the Frame Transfer Gating Raman Spectroscopy measurement technique tomuch higher temporal frequencies in order to obtain better resolution in themeasurements.NASA Glenn Research Center (GRC) intends to issue a sole-source Request for Proposal(RFP) to Ohio Aerospace Institute (OAI). Pursuant to FAR 13.106-1(B)(1), the acquisitionof the reference services are determined to be available from only one source.The estimated period of performance for this fixed price contract is twelve and a halfmonths from December 16, 2011 to December 31, 2012. OAI is the only organizationcurrently qualified to perform the subject requirement for the following reasons: 1) Apatent application has been filed for the unique Frame Transfer Gating SpectroscopyMeasurement Technique, which is jointly being developed by OAI and NASA researchers andwill be employed to make the required experimental measurements. 2) This technique iscritical for achieving the measurement sensitivity (background noise rejection) requiredfor combustion code validation of high pressure flames. 3) The technique is in thefinal crucial stages of its development, and it is imperative that the same OAIresearcher who co-invented it and who worked on its development be allowed to finish thatdevelopment.The Government does not intend to acquire a commercial item using FAR Part 12. See Note26.Organizations who believe they can provide these services without any detrimental impactto the program schedules supported by this work should fully identify their interest andcapabilities within 15 days after publication of this synopsis. Interested organizationsmay submit their capabilities and qualifications to perform the effort in writing to theidentified point of contact not later than 4:30 p.m. local time on December 8, 2011. Such capabilities/qualifications will be evaluated solely for the purpose of determiningwhether or not to conduct this procurement on a competitive basis. A determination bythe Government not to compete this proposed effort on a full and open competition basis,based upon responses to this notice is solely within the discretion of the government. All responsible sources may submit an offer which shall be considered by the agency. Oral communications are not acceptable in response to this notice.An Ombudsman has been appointed.
