This synopsis neither constitutes a Request for Proposal, nor does it restrict the Government to an ultimate acquisition approach. This synopsis should not be construed as a commitment by the Government for any purpose. Responses to this Sources Sought Synopsis will be used by the government to make appropriate acquisition decisions.

The Walla Walla District, Corps of Engineers is issuing this notice to determine if there are interested business concerns capable of providing pulse-encoded radio-telemetry transmitters for implantation in juvenile Chinook salmon and steelhead and adult Pacific Lamprey for fish studies in the Lower Snake River, Washington in spring and summer 2009. These transmitters must be compatible with existing District-owned receiving equipment. The radio transmitters needed for 2009 include:

1. Lotek model NTC-4-2L or equivalent quantity 60 transmitters
2. Lotek model NTC-3-1 or equivalent (0.64 grams or less, frequency range of 150.000 to 151.990, pulse coded transmissions with at least 500 codes per frequency, capable of being decoded by Lotek SRX-400A receiver, frequency tolerance +/- 1.5 kHz, expected life of 20 days (80% of time) with 2.5 sec burst rate) quantity 3,000 transmitters
3. Lotek model NTC-M-2 or equivalent (0.43 grams or less, frequency range of 150.000 to 151.990, pulse coded transmissions with at least 500 codes per frequency, capable of being decoded by Lotek SRX-400A receiver, frequency tolerance +/- 1.5 kHz, expected life of 20 days (80% of time) with 2.5 sec burst rate) quantity 4,250 transmitters

Contractor who can provide the Corps of Engineers with these radio transmitters are invited to submit electronically an affirmative written response indicating a bona fide ability to meet these specific requirements. HUBzone, 8a, Service Disabled Veterans and other Small Business concerns are encouraged to respond. This announcement is based on the best information available and may be subject to future modification. This announcement does not commit the Government to award of a contract. The U.S. Army, Corps of Engineers is not responsible for any costs incurred by vendors responding to this notice. Please be advised that all information submitted will be considered procurement sensitive.

Contractors shall provide documentation of their qualifications and experience in manufacturing radio-telemetry transmitters in the quantities shown above. Each transmitter must satisfy the Corp requirements without requiring major purchase of new receiver equipment or compromised reliability. The Corps presently owns and intends to use Lotek receiving equipment for these studies. Transmitters must be compatible with this receiving equipment. The supplier must be able to produce and provide transmitters in the above quantities by April 1, 2009.

Responses shall appear on company letterhead and include, at a minimum, affirmation of active registration in the Central Contractor Registration (CCR), your Data Universal Number System (DUNS) number, and any applicable qualifications, including proven ability to produce and deliver the required quantities of transmitters by the above delivery date. All responses should include a point of contact, telephone number, and electronic address. Additionally, respondents should indicate whether they are a large business, small business, service disabled veteran-owned small business, 8(a) concern, woman-owned small business, HUBZone, or are foreign-owned. Responses to this notice will be used to determine the availability of this type of supply. All responsible sources may respond to this synopsis and all responses will be considered.
