The Naval Air Systems Command, Patuxent River, intends to award a sole-source, cost plus fixed fee contract modification under Contract N00019-01-C-0095 with Northrup Grumman Information Technology (NGIT), San Pedro, California for Engineering Technical Services to continue Functional Qualitative Testing (FQT) for Joint Mission Planning System (JMPS), Software Versions 1.1, Developers Support, and 1.2.3, Post FQT Support. This modification will be issued on a sole source basis to NGIT, the sole developer of the JMPS. As the JMPS developer, NGIT is the only firm that posseses the requisite knowledge of the JMPS design, operation and maintenance to meet the Navy's requirements. Note 22 applies.
