NASA/GRC has a requirement for specific photovoltaic cells to build a database as well as develop a standard LILT defect measurement protocol. NASA/GRC intends to purchase the items from Spectrolab, Inc. GRC wishes to procure Spectrolab cells specifically for comparison to data from photovoltaic cells purchased from other vendors. The deliverables for this solicitation are: 1) 80 UTJ cells with IC's (no coverglass, no bypass diode) at 1 sun AMO 2) UTJ bare component cells (top, mid, Ge, deliver two of each) (6 total) 3) AMO LIV data for above solar cells The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on Friday September 14, 2012. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
