NA DTRA is contemplating issuing a negotiated Sole Source contract to Metatech Corporation for an effort entitled Nuclear EMP Effects Phenomenology and Targeting Applications. The technical objectives of this effort are to develop and enhance the EMP (high-a ltitude and source region, known as HEMP & SREMP) environments and their coupling calculations to the regime of target field parameters of interest to the warfighters and battle planning analysts. The primary tasks of this contract will include: HEMP and SREMP Phenomenology; HEMP and SREMP Target Vulnerability Analysis and HEMP and SREMP Target Analysis and Planning System (HEMPTAPS and SREMPTAPS) Upgrade. The estimated date of contract award is 15 March 2002. The period of performance is anticipated to be approximately ten (10) months. Estimated dollar value of contract is $900,000.00. The statutory authority for other than full and open competition is 10 USC 2304(c)(1) implemented by Federal Acquisition Regulation 6.302-1, Only One Responsible Source .
