The National Reconnaissance Office (NRO) is interested in receiving research and development proposals for the Director’s Innovation Initiative (DII) Program focusing on the following areas: New Sources and Sensors, New or Enhanced Processing Methods and Capabilities, New Communications and Data Capabilities, and New Business Practices and Manufacturing Techniques. This notice constitutes a Broad Agency Announcement (BAA) as contemplated in the Federal Acquisition Regulation (FAR) 6.102(d)(2) for non-US domestic private industry, non-US educational institutions and US private industry that is foreign owned or controlled. This announcement declares the NRO’s intent to competitively fund research and development for innovative technologies that meet the focus areas set forth in the BAA. The BAA can be found on the DII Home Page, accessible through the World Wide Web at http://dii.westfields.net on or around 3 July 2006. No other request for proposal, solicitation, or other announcement will be made. Readers must download from the web page all applicable information necessary to submit a proposal. Submission of proposals against this BAA is open to non-US domestic private industry, non-US educational institutions and US private industry that is foreign owned or controlled, with no restrictions as to the size of the business. Awards shall take the form of contracts only. Before preparing a proposal, potential offerors should read the information provided in the BAA for details regarding the areas of interest, proposal format, proposal submission and proposal evaluation. It is expected that multiple awards will result from proposals received, at a maximum funding level of approximately $400,000.00 with a nine (9) month period of performance. Proposals will not be returned after evaluation. Except as otherwise stated herein, no additional written information is available regarding this announcement.
