NASA/GSFC has a requirement to develop, evaluate, and apply a new statistical framework for large area estimation of biomass combining space lasers, airborne lasrers and field plots. The project will include theoretical developments within the area of multi-phase model-dependent estimation and design optimisation.The selection of study areas corresponds to the likely future applications, which are foreseen to be in accessible areas in the boreal zone and countries in the tropic implementing the REDD+ mechanism (Reducing Emmissions from Deforestation and forest Degradation) under the Climate Convention. The project will be carried out over a period of two years beginning January 2015 to December 2016.

NASA/GSFC intends to work with the Swedish University of Agricultural Studies to derive a three-phase, model-based sampling estimator to provide remote sensing scientists with a robust, statistically defensible estimator that will allow integration, ground plotting observations with airborne and space remote sensing date in order to estimate above ground forest biomass and carbon stocks across regions, nation and continents. To our knowledge, no other can supply this variance estimator nor has a statistically defensible estimator that can handle situations where two sets of models are used to estimate biomass/carbon across very large areas.

The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on August 28, 2014 EST 4:30pm. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
