NOTICE OF INTENT TO AWARD SOLE SOURCE
Project Title: mRNA Library and RNA Service Research
The Department of Veterans Affairs San Diego Healthcare System (VASDHS), Veterans Integrated Service Network (VISN) 22, hereby submits a notice of intent to award a sole source firm-fixed-price contract, for specific services that includes library preparation as well as sample sequencing on PacBio RS Single Molecule Real-Time (SMRT) sequencing platform. SMRT sequencing is a third-generation sequencing which allows for long-read sequencing technology providing the most comprehensive view of genomes, transcriptomes, and epigenomes.
The services that will be required to support the experimental needs specified below in Aim I and Aim II of the grant proposal:
Aim I. To test whether catestatin (CST) suppresses hepatic glucose production through activation of AMP-dependent Kinase (AMPK) via inhibition of AMP-deaminase 2 (AMPD2) which elevates AMP levels necessary for AMPK activation.
Aim II. To test the hypothesis that CST-mediated activation of AMPK leads to suppression of inflammation and glucose production via enhancement of AKT signaling in DIO and CST-KO mice
The period of performance for this effort will be for one base year plus two (2) option year periods.

This sole source contracting action is pursuing a waiver from acquiring these services on a competitive basis pursuant to FAR 13.106-1(b)(1)(i) for the aforementioned requirement based on the application of FAR 6.302-3(a)(2)(ii). This hereby constitutes a synopsis of the action proposed in this announcement.
Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and would not hinder the mission or objective.
The determination not to compete this proposed contract action is solely within the discretion of the Government. Information received will normally be considered for the purposes of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs incurred by responding to this notice.
