TITLE: Multi-Mode Radar (MMR) Interim Signal Data Processor (SDP) and MMR Commercial Off the Shelf (COTS) SDP Redesign for the MH-60R Aircraft
17. The Naval Air Systems Command intends to issue delivery orders under Basic Ordering Agreement N00019-03-G-0014 with Lockheed Martin Systems Integration (LMSI), 1801 State Route 17C, Owego, NY, 13827-3998, on an other than full and open competitive basis for the development of an Interim SDP and the redesign of the SDP for use in future production lots. Both efforts are necessitated by the obsolescence of parts for the current MMR SDP. The proposed delivery orders will include engineering, integrated logistics support and analysis; software support; technical, administrative, and financial data; and delivery of a COTS SDP Engineering Change Proposal for integration of the system into MH-60R production. As the sole manufacturer and developer of the MH-60R weapon system, including the systemâs AN/APS-147 Radar, Common Cockpit and mission avionics, LMSI is the only contractor with the experience and technical data necessary to produce and integrate MH-60R LRIP II weapon systems. LMSIâs experience with SH-60B Light Airborne Multi-Purpose System (LAMPS) MK III development of Common Cockpit and mission avionics, MH-60R LRIP I and LRIP II mission avionics, and MH-60R Engineering and Manufacturing Development (EMD) Phases I and II, provides the company with the necessary knowledge and experience to produce and integrate the complex MH-60R MMR Interim SDP and COTS SDP design properly.
