The National Marine Fisheries Service has an immediate requirement for commercial services to establish, maintain and operate a program for responding to reports of entanglement of live and dead whales. These services shall include whale disentanglement, outreach and training activities for the dissemination of knowledge gained from response efforts, maintaining an entanglement database, and reporting individual disentanglement events. Solicitation EA133F-06-RQ-0828 is issued as an unrestricted request for quotation (RFQ), and incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-12. Award will be made using simplified acquisition procedures in FAR part 12 and 13, as authorized by the test program for certain commercial items. All offerors are advised to carefully review section IV of the statement of work for qualification necessary to be eligible for award. The performance period shall be from date of contract award through September 29, 2007. The anticipated award date is September 25, 2006.
