Lunar Atmosphere and Dust Experiment Explorer (LADEE)Neutral Mass Spectrometer (NMS) Digital and Analog Electronics NASA intends to award a sole-source contract to the University of Michigan/ Space PhysicsResearch Laboratory (SPRL) pursuant to 10 U.S.C 2304(c)(1), Only One Responsible Source,in support of Goddard Space Flight Centers (GSFC) Lunar Atmosphere and Dust ExperimentExplorer (LADEE) mission. GSFC plans to award a Cost Reimbursable contract with anestimated three-year period of performance, based on a planned launch date of May 2012.This award is necessary for SPRL to support the development of the Neutral MassSpectrometer (NMS) Digital and Analog Electronics. SPRL has the unique experience andexpertise to properly design, develop, test, assemble, qualify and deliver digital andanalog electronics for space flight quadrupole mass spectrometers and gas chromatographmass spectrometers. This unique expertise is based on SPRL's extensive experience withdeveloping similar specialized instrument electronics for numerous other missions,including CONTOUR and MSL. With the highly constrained development schedule and thespecialized nature of the electronics development, SPRL is the only known source that canmeet the LADEE NMS schedule requirements. Interested organizations may submit theircapabilities and qualifications to perform the effort in writing to the identified pointof contact not later than 12:00 PM. local time on, the response due date. Suchcapabilities/qualifications will be evaluated solely for the purpose of determiningwhether or not to conduct this procurement on a competitive basis. A determination bythe Government not to compete this proposed effort on a full and open competition basis,based upon responses to this notice, is solely within the discretion of the government.
