The National Geospatial-Intelligence Agency (NGA) intends to award a sole source contract to California Institute of Technology, The Infrared Processing and Analysis Center (IPAC), 1200 E California Blvd, Pasadena CA 91125 to develop software for infrared data. This effort includes the development and delivery of software for space-based infrared sensors for improved resolution. The technique to be developed will have functional characteristics such that it accurately report the position and photometry of point sources in the field of view, and accurately reconstruct underlying backgrounds without introducing artifacts into the background data. The physical characteristics of the data to be operated on will include noise and artifacts consistent with those produced by infrared detector arrays. An implementation of this software on this type of infrared data will be delivered.
