The Naval Surface Warfare Center (NSWCCD) located in Bethesda, MD has a requirement for the procurement of MCPUGLES modules requiring crashback analyses of geometries that will deform under hydrodynamic loading. The proposed purchase order is being solicited on a sole-source basis to the University of Minnesota. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source pursuant to FAR 6.302-1(a)(2)(ii). This order is being procured in accordance with FAR Part 12 (Acquisition of Commercial Items) and FAR Part 13 (Simplified Acquisition Procedures). The University of Minnesota is uniquely qualified for this task by owning all the technical capabilities needed to execute the project. MPCUGLES was originally developed by a professor at the University. This is not a request for quotes and a solicitation package will not be issued. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
