NASA/Goddard Space Flight Center (GSFC) has a requirement for a Hydra Harp 400Mainframe Event Timer and Hydra Harp 400 TDC module. Code 554 is in the process ofdeveloping the ATLAS photon counting detector module and it has a requirement that theevent timer meet certain specifications in support of the ICESAT-2 mission. The specsinclude:- Minimum time bin width- 1ps- Electrical time resolution- < 12 ps ms- Full scale range-histogram mode- 65 ns- Full scale range-time tagged mode- infinite- Maximum count rate per input channel-12.5 10 counts/sec- Maximum sync rate- 150 MHz- Sustained throughout time-tagged mode- 9x10^6 events/sec- Dead time-80 ns- Differential non-linearity <2% peak, < 0.2%rms- Count depth per time bins-6553612- Collection time- 1ms to 100 hours- 8 synchronized independent counting channels NASA/GSFC intends to purchase the items from PicoQuant Photonics pursuant to FAR 13.106for the acquisition of supplies or services determine to be reasonably available from onesource. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities statement to perform the effort inwriting to the identified point of contact not later than 2:30 p.m. local time on June 7,2010. Such statements will be evaluated solely for the purpose of determining whetheror not to conduct this procurement on a competitive basis. A determination by theGovernment not to compete this proposed effort on a full and open competition basis,based upon responses to this notice, is solely within the discretion of the government.
