The Centers for Disease Control and Prevention (CDC) intends to award on a sole source basis a Purchase Order to the Caribbean Primate Research Center, Unit of Comparative Medicine, San Juan, Puerto Rico. The purchase is a collaborative initiative with the Caribbean Primate Research Center, Unit of Comparative Medicine and Centers for Disease Control Prevention. It is a continuing requirement utilizing the same vaccinated and challenged rhesus macaques located at the Caribbean Primate Research Center. These animals are valuable because there was no obvious correlate of protection among the parameters and a wide range of immunologic responses. A therapeutic HIV-1 vaccine study is a natural progression to learn more from these animals. There are no other primate centers that would have these vaccinated monkeys, and to start this project over with new monkeys would be a substantial duplication of effort, and cost to the government. By virtue, the Caribbean Primate Research Center and Unit of Comparative Medicine is uniquely qualified and capable of carrying out the requirements of this proposed purchase order. The anticipated award date is July 21, 2005. This is not a request for competitive proposals and no solicitation is available. Firms that believe they can provide this requirement are encouraged to identify themselves and give written notification, as well as, a capability statement to the contracting office by July 20, 2005. A determination by the Government not to compete the proposed actions based on responses to this notice is solely within its discretion.
