STATEMENT OF WORK
1. Title: Risk Factors and Potential Protective Medications for Parkinson Disease
IRB #: 2330
Principal Investigator:
The purpose and scope of this research contract is to research and analyze Vietnam troop location information to derive herbicide exposure opportunity indices for the research project "Risk Factors and Potential Protective Medications for Parkinson Disease." The contractor shall provide services to further this purpose and to the full extent of the scope of this contract.
2. The contractor shall use public military troop unit information. Veterans will not be identified to the contractor.
3. The contractor shall use its own sophisticated exposure assessment model to characterize exposure to Agent Orange and other military herbicides.
4. Requirements: The contractor shall carry out the following services: analyze military troop unit information, determine military troop locations, research unknown military troop unit locations, perform standardized geographical coding, characterize exposure to herbicides, and participate in ongoing communication and consultation.
4.1 Analyze military troop unit information: The contractor shall analyze each military troop unit to determine if the specified unit had served in Vietnam and to identify the completeness of the data.
4.2 Determine military troop unit locations: The contractor shall determine if detailed location data for the troop units exists or needs further research.
4.3 Research unknown military troop unit locations: The contractor shall conduct research to abstract the necessary location data from public military records. Records required to establish location of a given unit are located in the National Archives and Records Administration Building (NARA), College Park, Maryland.
4.4 Perform standardized geographical coding: The contractor shall analyze troop unit entries, check them for accuracy, make any necessary corrections, and convert troop units using a standardized geographical coding schema for entry into the exposure model.
4.5 Characterize exposure to herbicides using military troop unit information: The contractor shall use its framework of records-based exposure reconstruction to calculate an herbicide exposure opportunity index based on proximity in time and space to various herbicide applications during the Vietnam War.
4.6 Participate in ongoing communication: The contractor shall participate in ongoing communication (i.e. emails, telephone calls, etc) and consultation regarding the study as needed.
5. Delivery: Services in support of delineated requirements will be performed over the 4 month time period as stated in the Schedule and contract award document.
