FA8601-04-T-0114, FRETTING FATIGUE RESEARCH: The government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1 (b)(1) and FAR 6.302-1(a)(2). The proposed source is Dr. Volodymyr P. Sabelkin, Tuscon AZ. Contract award is anticipated to Dr. Sabelkin because he is uniquely qualified to conduct this study based on his background, knowledge, and experience of analytical modeling in the area of material fracture, failure, rupture, deformation, and characterization, as well as his understanding of damage accumulation and modeling in the metal deformation process. The Air Force Institute of Technology, Department of Engineering (AFIT/ENY) requires a contractor who shall plan, organize, and conduct a research program involving the experiments and analyses of fretting fatigue, wear, and related damage mechanism issues of titanium alloys when subjected to high cycle fatigue using analyses, experiments, and destructive and non- desctructive techniques. The NAICS code is 541330, SIC 8711, size standard $4 million. This sole source synopsis is being published for information purposes only. This notice of intent is not a request for competitive quotations; however, any quotation received within eight (8) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered exclusively for the purpose of determining whether to conduct a competitive procurement.
