The proposed source is Dr. Volodymyr P. Sabelkin, Tuscon AZ. Contract award is anticipated to Dr. Sabelkin because he is uniquely qualified to conduct this study based on his background, knowledge, and experience of analytical modeling in the area of material fracture, failure, rupture, deformation, and characterization, as well as his understanding of damage accumulation and modeling in the metal deformation process. The Air Force Institute of Technology, Department of Engineering (AFIT/ENY) requires a contractor who shall plan, organize, and conduct a research program involving the experiments and analyses of fretting fatigue, wear, and related damage mechanism issues of titanium alloys when subjected to high cycle fatigue using analyses, experiments, and destructive and non- desctructive techniques.
