The National Cancer Institute intends to negotiate with the National Public Health Institute of Helsinki, Finland (NPHI), for a five (5) year effort, to follow participants of the Alpha-Tocopherol, Beta-Carotene Cancer Prevention (ATBC) Study conducted in Finland. The ATBC Cohort Follow-up Study has been operational since 1994 as an international collaboration between the NCI and the Finnish NPHI, and was based on the large, randomized controlled trial of 29,133 men that evaluated the effectiveness of alpha-tocopherol and beta-carotene supplementation in preventing lung and other cancers. The project involves maintaining a study coordinating unit in Finland, annual surveillance of the cohort for cancer and other mortality endpoints through national registries in Finland, and collection of medical records and pathology material for cancer cases. The proposed contract action is for the services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Numbered note 22 applies.
