The Army Contracting Command - Aberdeen Proving Ground (ACC-APG) Division D, APG, MD 21005 intends to award a sole source firm-fixed price (FFP) type contract for ten (10) Eye-Trac Systems, five (5) three (3) day training increments, and ten (10) laptops using Federal Acquisition Regulation (FAR) Part 15. The Government intends to negotiate on a sole source basis with Sync-Think, Inc, 211 Congress Street, 4th floor, Boston, MA 02110, Cage Code: 6B6G3, under the statutory authority permitting Other Than Full and Open Competition 10 U.S.C. 2304 (c)(1), as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.

This requirement is for the Eye-Trac Systems, Inc patented systems that are directly related to the successful measurements of change in cognitive function. These include "Cognition and Motor Timing Diagnosis Using Smooth Eye Pursuit Analysis", "Training System and Method for Improving Cognition and Motor Timing", and "Cognition and Motor Timing Diagnosis and Training System and Method".
