The Centers for Disease Control and Prevention intends to issue a sole source purchase order to the University of California at San Francisco, 1001 Portrero Avenue, San Francisco, CA 94143. The purpose of this requirement is to review the current system of ADR reporting in Uganda and to establish and evaluate a system of pharmacovigilance for antimalarial drugs that is amenable to national scale-up and is feasible in terms of costs and sustainability. The vendor will provide technical expertise, labor, and materials required to review the current ADR system, enhance/establish a system of pharamacovigilance for antimalarial drugs, and evaluate this system of pharmacovigilance in Uganda. The work will be conducted in collaboration with the MOH/NMCP and other national institutions (including the Ugandan National Drug Authority) and the vendor will provide a concept paper and protocol, two interim reports on the progress of the work, and a final report of findings and recommendations. CDC believes that this requirement is met by only one provider. This procurement will be processed under the authority of FAR 6.302-2 and 6.302-3. Only one responsible source and no other sources will satisfy agency requirements. No solicitation is being issued.
