NA The Government proposes to award a contract modification to Mission Research Corporation (MRC), contract DTRA01-00-C-0022 on a sole source basis for Ensemble Forecasting. DTRA collateral effects branch develops the Hazard Prediction Assessment Capabilit y (HPAC), which is a software tool used by military and government services and agencies worldwide. HPAC is used to assess the hazards due to atmospheric releases of nuclear, chemical or biological materials. HPAC users need high fidelity meterological d ata to perform their worldwide missions that include minimizing collateral effects for target planning and incident reaction/response. The ensemble forecast is a collection of forecasts that apply to the same region and time. HPAC represents a system o f modules in which the performer serves as the overall integrator as well as a developer of code facilitating weather model operation and integration. DTRA has determined that only MRC is proficient in all these areas to be effective. No other firm has th e necessary background and experience at the required level.
