ERDC Contracting Office intends to solicit on a sole source basis under the authority of FAR 6.302-1 to Portland State University, 1721 SW Broadway Street, Portland, Oregon 97201-3300 for CE-QUAL-W2 Support and integration with the RES-SIM model. Th is procurement is being conducted under Simplified Acquisition Procedures (SAP)  only one responsible source and no other supplies or services will satisfy agency requirements. Portland State University is a long time collaborator with ERDC in the develo pment of W2, therefore, it is vital to the project that continuity of the system remain; therefore, no other company could perform this enhancement and integration. The government intends to acquire a commercial item using FAR Part 12. Interested organiz ations may submit their capabilities/qualifications to perform the effort in writing to the identified point of contact no later than 0700 hrs Central Time Zone on 17 October 2007. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discret ion of the government.
