NASA/GRC has a requirement for further development and testing of the Enhanced Time-Accurate Upwind (ETAU) method using unstructured grid technology and parallel computational architecture. The method is to be applied to assess the accuracy and efficiency of the method in the area of computational aeroacoustics. Furhter the ETAU method shall be expanded to include non-equilibrium flow regimes. NASA/GRC intends to purchase this research from Taitech, Inc. of Beavercreek, OH. The rocurement will be conducted under the authority of FAR 6.302-1(2)(ii), Substantial duplication of cost to the Governmwnt is not expected to be recovered through competition. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on March 12, 2007. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
